Conçu par l’architecte luxembourgeois Laurent Schmit, ce bloc monolithique de béton de style brutaliste est implanté sur l’actuelle place de l’Europe. Sa construction débute en 1970 et s’achève en 1973. Il abrite le premier hémicycle dédié au Parlement européen. Son décor monumental, oeuvre de l’ébéniste René Simonis et notamment la pièce maîtresse de celui-ci, le bas-relief en zinc du collectif d’artistes italien NP2 sont des témoignages exceptionnels du style des années 1970.
