The topography of the city of Poitiers offered very little place for the heart of public life, inevitably located on the «plateau», which the city has invested in its history and on which economic and social activity is concentrated. The construction of a new Hotel de Préfecture will very quickly appear as the engine of an urban renewal. In 1856 the prefect Jacques Paulze d'Ivoy was appointed to Poitiers. He chose, for the design of his new Hotel, Charles Rohault de Fleury, architect. The prefects Mercier-Lacombe, and especially Levert, will call upon a new architect, Alphonse Durand, also from Paris, as well as his assistant Antoine-Gaëtan Guérinot, to rethink Rohault de Fleury’s project. On 16 April 1862, an imperial decree declared the construction of a Prefecture Hotel to be of public utility. The total cost of the project is estimated at CHF 672,504.37\\.
