During the 18th century there were a number of natural figures from our region with great influence in the court. One of them is Sebastian de Jócano y Madaria (born 1738), whose professional career in the R.C.G. of Caracas or in the Council of the Indies culminated in being appointed Minister of the Court of Major Accounts. His only written work was a plea on public accounts (Critical Dissertation and Apologetics of the art of keeping track and reason), which will be reviewed by J. Azpuru Orive,
historian and professor of mathematics at the Zaraobe Institute.
