Privacy Notice

The Young European Heritage Makers (YEHM) competition, run as part of the European Heritage Days (EHD), is an invitation for children and young people living in participating countries to submit their personal interpretation of European heritage in a visual format, such as video, photographs, paintings and images accompanied by a written testimony.

1.  Who is responsible for data processing?

The Council of Europe and the EHD National Coordinators designated by the national authorities of the participating countries are “data controllers” with respect to processing of personal data in relation to the survey, which means they have the decision-making power concerning the data processing.

This privacy note explains how the Council of Europe processes personal data in relation to the YEHM competition. For the information on how personal data are processed by a National Coordinator please request the latter’s privacy notice.

2.  What data do we process and for what purpose?

We process personal data that we receive from the EHD National Coordinators for the following purposes:

  1. in order to oversee the YEHM initiative, we process the following personal data of the Mentors approved by the EHD National Coordinators: name, surname, country of residence and professional information;
  2. to administer the YEHM competition between top entries from the participating countries, we process the following personal data of the participants: name, surname, age, country of residence;
  3. to administer the EHD website where the competition entries are published, we process the following personal data of the participants which are published on the website alongside the entries: name, surname, age, country of residence;
  4. we also process participants’ and mentors’ e-mail addresses in order to be able to contact them with the relevant information about the YEHM.

3.  What is the legal basis for our processing of personal data?

We process the YEHM Mentors’ personal data on the basis of the European Cultural Convention (ETS No. 18), signed in Paris on 19 December 1954.

We process the participants’ personal data on the basis of consent. Depending on the participant’s age and the applicable national legislation, the consent is given either by the participant him/herself or by his/her parents or legal representative(s) to the respective EHD National Coordinator or to a school or other educational organisation that participates in the YEHD activity. It may be given as part of the parental consent to their child’s/children’s participation in the YEHD competition but should specifically contain data processing.

4.  How are personal data stored and who has access to the data?

We store the information electronically on the Council of Europe’s servers. We have put in place measures to protect the security of personal data such as appropriate security measures, including account access techniques, to prevent the personal information from being accidentally lost, used or accessed in an unauthorised way, altered or disclosed. Only those persons within the Council of Europe responsible for administering the YEHM have access to the personal data.

The YEHM competition assessors have access to name, surname, age and country of residence of those participants who are authors of the top entries from the participating countries.

The participants’ personal information published on the EHD website alongside their entries is publicly accessible. Technical support for the website is provided by a third party contracted by us.

Apart from the participants’ personal information published on the EHD website, we do not share personal data with third parties.

5.  How long will personal data be stored?

The entries together with the accompanying participants’ personal information remain published on the EHD website for as long as it is deemed relevant in order to promote the YEHM initiative.

We store the personal data on the Council of Europe’s servers for as long as it is relevant to the running of the YEHM initiative. When no longer relevant, the personal data may still be kept for archiving purposes.

6.  Are personal data transferred to a third country?

We store the personal data within the European Union and will not transfer it to any country outside of the European Union.

At the same time, the participants’ personal information published on the EHD YEHM website alongside their entries is publicly accessible from anywhere in the world.

7.  What are your data protection rights?

You have the right to:

-  request access to your personal information held by us;

-  request that we correct incomplete or inaccurate personal information that we hold about you;

-  request we delete or remove your personal information when there is no valid reason for us to keep it;

-  object to the processing of your personal information on specific grounds relating to your situation.
